Wind To Electricity

What states in the US of A. are green states: Electric utilities must buy Electricity generated by wind, solar?
or other green/enviromentally friendly means?
I am aware the utility pays only the cost of what it would cost them to produce the same electricity and this may vary from state to state and utility to utility.
Where could I find a chart listing the cost of KWH for the various utilities in these green states?
I would like to bring the idea of wind and solar farms to some peoples attention but I need this information first!

California and Hawaii are two that have a target percentage for Renewable Energy by a certain date. You will see Wind Turbines on the North Shore of Oahu today.
